I had this error when I followed the instructions from the Dragons Lair and installed 32bit Java, but 64bit Atlassian applications. When I hit Bamboo it give the error so I installed 64bit Java 7 along side 32bit Java 6, added a new env. variable for exej_java_home to the 64bit path, problem solved.
