I'm Patrick from yasoon, and we offer a Marketplace app that connects Microsoft 365 tools like Teams and Outlook with Jira and Jira Service Management: Microsoft 365 for Jira (Outlook Email, Teams, Calendar) | Atlassian Marketplace
With this app, you can, for example, set up an automation rule that automatically creates Jira tickets whenever a new message is posted in a Microsoft Teams channel.

the plugins available on Teams and Jira DC needs large set of MS Azure IPs allowlisting, so looking for solution which will avoid this.

Then look at 3rd party solutions, but depending on your network, VPN access/Fire-walling, etc...
IP whitelisting will probably always be a task to accomplish, I don't expect your Jira is simply accessible for anyone form the internet?

Yes, I'm aware of configuration required to allow communication between applications, but the list of Azure IP list is very large for all regions.
