issues with not showing assignee user after import with csv?

we are trying to export import Jira via CSV format but we added all Jira filed with import assignee as an assignee. after importing we found everything in the new Jira instance like the reporter name and all things but that assignee does not show we face the same error on that why?

so, we need to give all users access to the new Jira  (project)instance and check to log in log out

@sahil kamble Yes, you must have the users first in the final instance so that it can be transferred, it is one of the recommendations they give you for the migration.

if we assignee that ticket to someone, before migration, so that the name will not show after import export on another Jira instance?

That user  name we want to import as it is on that ticket 

but one or two ticket are show that username not all off them for that what should we can do

Does your assignee have the "Assignable user" permission in the project your are importing issues into?

Also, I had a similar issue a long time ago, and fixed it by mapping the User ID to the field rather than the User Name.
