We plan to migrate our Jira Server data to Jira Cloud. We stopped using Jira Service management (on-prem) nine months ago.
Our Jira instance contains users that reported issues via Jira Service Management. There are approximately 3400 users that JSM added when the user reported an issue.
I do not want to migrate these users to Jira Cloud.
What is the best way to handle this situation? Do I have to manually delete each of these 3400 users? If I delete a user, what is displayed in the 'Reporter' field on the Jira service ticket?

@vthomas9 There is a way to migrate while also disabling JSM within JCMA. I have never used it, I just know it exists. Unfortunately it is a "dark feature" that Atlassian would need provide you.
You can submit a ticket with Atlassian at support.atlassian.com, select migration support in the drop down and ask if that flag is something they recommend you use.
I hope this works for you because in my experience, trying to do a migration with only the users associated to the projects you want to migrate takes FOREVER! Literally can take hours upon hours because of how it checks for which users to migrate.

So as you only want to migrate issues and the project to Cloud and not the users.
The Jira Cloud migration assistant (JCMA) lets you select users and groups for the migration that are related to the selected project. It will only migrate the users and groups used within the project. This gives you the feasibility of only active users of that specific project to migrate to cloud and all others will not get migrate.
When you migrate to cloud, there's an option which you select in JCMA which you can see in screenshot below -
This will give you an clarity over this and also if you can try it on your UAT Server Instance it will give you can clear picture.

I am now blocked by untrusted domains.
I've got about 3000 user email addresses from Jira Service Mgmt who have untrusted domains. I don't want to migrate these users. However, JCMA is requiring that I resolve each of those 3000 domains as Trusted.
How can I fix this issue?

Excellent! That's good news. I will run my first test migration tomorrow.
I have not been able to run a migration because we still had Jira Service Management installed. The Migration Assistant sees this and insists that we have a cloud JSM. So tonight, our sys admin is removing JSM.

THis didn't work because of the Untrusted Domains issue. JCMA still looks at ALL the users in Jira, not just the project users.

If you are no longer using the JSM projects, are you planning on migrating those projects? If so, for what purpose? If you are willing to leave these projects in the Jira server environment, it should be possible to perform a migration of only the users tied to the projects you will be migrating.

Yes, JSM has been removed. However, Jira still has projects that reference JSM users. I can delete those projects, there are about 6 of them. Easy enough.
However, there are 3000+ users that submitted tickets that are in the Jira user list. Do I have to delete them, one by one?
