I have gone through every setting for the chart and can not get it to give me the legend in non percentage numbers. Even though I'm handing it number of tickets per user.

Hi Andrew,
Currently, there is no option to change the data format of the legend in a pie chart. We have a feature request ticket for that here - https://jira.atlassian.com/browse/ANALYTICS-118. I recommend voting on and watching the ticket for updates.
If you want to display the number of tickets, I recommend using the "value labels" setting available from the Series tab.
