The answer is, it depends!
What is your configuration of requirements in Jira / Atlassian? Are the requirements a work item type? Do you have the requirements configured with dependencies between each other? Do you have other objects configured as blockers, like bugs?
It will depend on your source data what you can achieve with the reporting / in Atlassian Analytics.
Can you provide more information on your context please?
