custom field value should display like Label field.

Is there anyway to create custom field (Single Selection) like Label? 

Example: Add label field with value A and assign to couple of tickets. When we open one ticket and click on Value A in Label field then it will show in jql query and displays the tickets that has value A. Like that looking the custom field to display the value and should have jql query when the value select.

I have cognos value on Label. When I click Cognos it will go jql and shows cognos related tickets.
