Xray Folder vs TestCase Repository

We want to improve our test management experience using XRAY by making use of the test repository.

Can you please advise which is the best method for using the test repository, is it using folders or test cases.

I understand their are reasons for both but I'm looking for a difinitive answer, i.e. where is Jira heading in the future, test case or folders?
