Test case details/ steps are not seen in Test or Test Execution as well

As Anwesha and Staffan pointed out, the key detail we need is which app you're using to manage your tests (like Xray or Zephyr), since Jira doesn't have test cases or test executions natively.
Once you let us know, we can be more specific, but in the meantime, one common reason test case details or steps don't appear is that the test issue type isn't fully configured or linked correctly. For example, in Xray, if the steps were added to the Test but the Test Execution wasn't properly linked to that Test, the steps won't show up in the execution view.
A couple of quick things worth checking:
Are the steps actually saved on the Test itself when you open it directly? If yes but they don't appear in the Test Execution, it's likely a linking or configuration issue between the two.
And as Staffan mentioned, permissions can also hide details, so it's worth confirming your user has the right access in the app's permission scheme.
If you share the app name and maybe a screenshot (with any private info hidden), we'll be able to pinpoint it.

There is no native Test-case or Test executions in Jira. Are you using an app like Zephyr or Xray to manage your tests or have you built your own screens and/or work item types?
I have been working with Zephyr from Smartbear before and I know they have their own permission schema for the app defining who can edit and/or see test executions, reports etc, and it can be configured for individual users/groups or project roles. I would think it is the same for Xray.
Please provide some more information on what app you are using and we will most likely be able to help you out.
