Plugin Suggestions - PDF markup

Hi, 

I'm looking for a plugin suggestion to support one of my teams in developing new processes. 

The aim is for the team to produce content, typically on PDF and for this PDF to be displayed in JITA and to be available for markup by multiple users at the same.

I've looked at Figma integration and whilst it does cover our needs, it is probably more than what we need, so I'm looking around for simpler, cheaper, alternatives. 

Any suggestions welcome.
