Beside following the steps mentioned by Marc and Anurag, in my opinion, this might be a generic error that occurs when Jira's front-end times out or encounters a failure while communicating with the back-end database or a third-party plugin API.
You can follow the below steps to self diagnose and resolve the issue.
Ctrl + F5 (or Cmd + Shift + R on Mac) to hard refresh the page.I hope this helps & resolves your issue. 🙂

Logout and logon again, also try another browser or incognito window.
Optional clear your cache if this indeed browser related.

The error message is genric and doesn't indicate the exact cause. First , refresh the page check whether the test case was created successfully. If the issue persists verify all required fields are populated try another browser / incognito mode.
could you confirm whether you're using jira cloud, data center or server and which test management app you're using ?
