First of all, welcome to community! ✨

Beside following the steps mentioned by Marc and Anurag, in my opinion, this might be a generic error that occurs when Jira's front-end times out or encounters a failure while communicating with the back-end database or a third-party plugin API. 

You can follow the below steps to self diagnose and resolve the issue.

  1. Check Global Permission
    - Have your admin navigate to Jira Settings > System > Global Permissions.
    - Ensure that the Browse users and groups permission is granted to a group that you belong to.
  2. Clear Cache
    - Close the creation window, press Ctrl + F5 (or Cmd + Shift + R on Mac) to hard refresh the page.
    - Alternatively, try creating the test case in Incognito mode.
  3. Identify Plugin-Specific Workflow Blocks
    - Ask your admin to check the project's Workflow Scheme and the background logs. If the workflow references a field or a status ID that was recently deleted or incorrectly imported, the workflow will need to be re-published to clear the error.
  4. Re-index Jira
    - Ask your system administrator to run a Background Re-index via Jira Settings > System > Indexing to sync the issue properties.

You can't re-index on Cloud.

Logout and logon again, also try another browser or incognito window.

Optional clear your cache if this indeed browser related.

The error message is genric and doesn't indicate the exact cause. First , refresh the page check whether the test case was created successfully. If the issue persists verify all required fields are populated try another browser / incognito mode.

could you confirm whether you're using jira cloud, data center or server and which test management app you're using ?
