JIRA Portfolio Question

We have the JIRA license for 500 users. However, only 50 users need access to the Portfolio add-on (as most of the JIRA users will not be using the Portfolio add-on).

Is it possible to get Portfolio license for just 50 users though we have the JIRA license for 500 users?

It is not possible, see:

For versions of JIRA Server prior to 7.0, the add-on tier should match the licensed user tier for JIRA. Even if fewer users want to use the add-on than your JIRA license, the two licenses should match exactly.
