I don't see this [in Scope view,] select the Themes column and assign a theme to each issue.

I found the solution:  select Theme in the gearbox in the header line under Scope (the header that has Title, Release Story Points...).   This adds a column to the display where you can select the themes created in the report.  In my view, this gearbox is hidden by the Support Tab.
