Community moderators have prevented the ability to post new comments.

There are two locations you might need to update settings to allow a Roadmap to be editable by others.

Platform Settings:

You'll need to be a Jira Admin, and then...

Go to Plans (top navigation bar) > Settings
Select "Advanced Roadmaps Permissions" from the left-hand menu
Ensure that relevant Groups of users have access to the "User" permission, which allow users to create/edit plans

Plan Settings:

Open your Plan, and enter the Plan Settings
Select "Permissions" from the left-hand menu
Provide users access to edit the Plan (if not already set to "all users") - as either individual users or groups
