How can I create an Initiative without a linked existing project or board?

I would like to see how future scenario planning can work but it appears I cannot create an Initiative without it being linked to an existing project or board. Can anyone advise?

Every issue in Jira needs to connected to a Project. Thus, you can't create an initiative without linking it to an project. 

One thing you can do , which I have done in the past is to have a dedicated project for initiatives. And then you can create initiatives in that projects not necessarily break them down when you create them, you can do that later on when things become more concrete around your plan.
