For our company there are a few senior engineers with very specific skill sets that are required across teams. In allocating resources, I need visibility to which people irregardless of current project teams they are working on currently have the specific skill sets required for new projects being planned. Does Jira or Portfolio allow users to assign skill competencies to people as well as to projects?
