I have a performance improvement project planned by others using MS Project to implement. I have a license for project, but I want to place a link on our website for the project to help communicate status to the company as a whole.
Few other users at the site have Project. Is there a free or low cost "viewer" software so that everyone can open and view the MS Project Gantt with notes?

Yes.  There is a product called MPP Viewer Tool  that allows you to view MPP files.

It is other alternative is to use Open Workbench which is  application.  You can save your Microsoft Project Plan as an XML file and then open it in Workbench.  Workbench is open source.
