If I share a board with a member of my team as 'member' are they able to make changes to the board? Can they add, edit, move tasks?

In Jira, permissions are more granular and can be configured by the administrator. Typically, a Member (someone with project access) can:
Create Issues/Tasks: Yes
Edit Issues/Tasks: Yes, if they have the "Edit Issues" permission
Move Issues/Tasks: Yes, if they have the "Move Issues" permission
Delete Issues/Tasks: Yes, if they have the "Delete Issues" permission

@Jeni Machon yes adding someone as a member means they can do those things. If you want to limit what someone can do, you do have a few options.
If your board is part of a premium workspace, you can add someone and give them a role of Observer, which will only allow them to view or comment on cards (not add, edit or move cards).
You can also go to the board settings to tweak a few other permission settings, like preventing commenting from anyone, or preventing anyone besides admins from adding people to the board. But to prevent someone from editing content on your boards and being part of your board, you'll need them to be an Observer.
Depending on what you're trying to accomplish, you could make your board public and not add those people you do not want to edit your board, but instead just directly send them a link to the board. Since it's public, they'll be able to view the content, but since they aren't members, they won't be able to edit it.
