Sharing a board template with a client

I consult with small businesses and colleges, providing process improvement services. I have developed a Trello Board with Cards and would like to share it with my clients only. 

For example, I would work with them to download Trello on their system computers and then provide them with the board and training on how to use it. I don't want to create a workspace and then have them as members, but rather have them on their own workspace, and import my board. I also don't want to make my boards public.

How do I do this?

According to your description, the best option here is to create a public board and make the board a template, your users can create their Trello account and copy the template for their workspaces
