In short, you can copy a lot of information manually, but not comments. Here's a longer Atlassian help article on the topic.
I thought you could possibly do this with Butler and possibly some variables, but I couldn't figure it out. Here's a guide on how to use Butler.
Your best bet to sync comments between boards is through a third-party app.
My company, Unito has two power-ups that do this:
If you've only got a handful of cards in your board (e.g., fewer than 50) you could try the Mirror Power-Up.
If you're syncing hundreds of cards, you can try Board Sync. The flow building process is simple and much more inclusive than a recipe-builder.
Alternatives:
Zapier is good for setting recipes, similar to Butler. So you can set precise "if this, then that" logic, although you have to do that for every variation you have in mind.
