Do all users have to have the same account type?

Is there a way to set up accounts so that the support/comm team has Premium accounts and our departments/end users have Standard accounts but can still access cards and comments?

Hey @Stevie Zavels - welcome to the Community!

First off, subscriptions aren't applied to accounts, they're applied to workspaces. You upgrade a workspace to Premium, or to Standard. 

Therefore, you have to pay for all billable users in the workspace. I recommend having a read through my explanation of it here: https://community.atlassian.com/t5/Trello-questions/Upgrade-questions/qaq-p/2128554
