Is there a way to set up accounts so that the support/comm team has Premium accounts and our departments/end users have Standard accounts but can still access cards and comments?

First off, subscriptions aren't applied to accounts, they're applied to workspaces. You upgrade a workspace to Premium, or to Standard.
