In today's modern world of collaboration, wouldn't it be a great idea to allow someone to write a draft of an incident and then other team members could review that draft before publishing?
Does anyone else have a requirement to get an incident report 'signed off' before it's actually posted and have you put anything in place to achieve that?

Thanks for reaching out to Atlassian Community.
I'm afraid that at the moment it's not possible to create an incident with a draft state, but we do have a feature request for that. I've gone ahead and added you to the following feature request here which would allow for incident drafts: STATUS-15
It is not currently public, but if my product team ever decides to implement it, we will make sure to reach out.
As a workaround, you can try using our incident templates. Please see https://support.atlassian.com/statuspage/docs/create-an-incident-template/
