Is it possible to implement a Login page in order to have access to the Public status page?

Well having a login page for a public page defeats the purpose of it being public if it required authentication to see the page! 

Can I ask the reasoning behind why you need a login page to access a public page?

What you can do is change your page from public to Private or Audience specific -
