I'm currently trying out the free trial version. When I create an incident and update users in my audience didn't receive the notification. Why.

Thanks for reaching out to Atlassian Community.
Could you please make sure that these users are also subscribed to your page? When you're on the Audience-Specific page, you can add users to groups and then allow these groups to see specific components. This will allow users in these groups to see incidents affecting the allowed components, but it won't trigger notifications unless a user is subscribed to get notifications.
