I need to add an option that some of the subscribers will be notified upon incident creation by a telephone call. I am looking for an automatic system that will call certain numbers and play a predefined recorded message
Does anyone implement such a solution with the Statuspage?

At the moment, Statuspage is not able to send calls to specific numbers/users when there's an incident.
What you can try is Opsgenie alerts. The idea is that once there's a new incident in Statuspage, it can trigger an alert in Opsgenie, which will notify the on-call user.
