Hi Steve! 

That looks like a Squirrel installer error rather than a SourceTree error itself. We had a user with a similar issue and he said that uninstalling the .Net framework, and re-installing it again worked for him.

Other than that it looks like Squirrel might not have sufficient permissions to access or write to the designated folder path. Does the user have enough permissions to install it?
