For my case also I am getting the similar error:
My Azure Repo account has been added successfully in Sourcetree using PAT.
Still below message is displayed when trying to clone.

Output:
Error: fatal: unable to access 'https://dev.azure.com/ABCDaaS/CompOne/_git/PXXXX-AutomationFramework/': Failed to connect to dev.azure.com port 443: Timed out
