I am installing on a closed network.  Can you provide a download for version 3.1.3 that doesn't require connecting to Atlassian and registering?  Thank You.

Hi Doug,

Thanks for reaching out! The registration step is necessary, you'll need to register your Sourcetree installation with your Atlassian account before you can use it. Once this step is completed, you won't need a network anymore. You could connect your machine to the network just for this step, and then go back to your closed environment and continue using Sourcetree normally.
