SourceTreeSetup-3.3.8.exe hangs on install.

I have tried to upgrade SourceTree on a windows 7 machine and it constantly hangs.

 

I have disabled the firewall.

I have completely removed all references to the install from the machine including cleaning the registry.

I have rebooted the machine and did a clean install and the attached pic constantly happens.

Why is the software so difficult to install or upgrade?
