How to find out why a file is not tracked?

I have a file in my work space that has not been tracked for a year. When I list file status, it will only show up only if I pick "all" or "clean" and it gives me the option to Stop Tracing as if it currently is. It is not listed in my .gitingore file. 

So why would a file not be tracked?
