Error reading JObject from JsonReader - SSO

To start, yes I have searched for 4 hours today trying to fix this before posting.  The obvious stuff does not help.

I have a new Windows 10 machine, the latest sourcetree installed.  When I try to add an account and do the Refresh OAuth Token I get "Unable to get secret  Error reading JObject from JsonReader, Path '', line 0, position 0.

So this above USELESS error does not help me diagnose in any way shape or form.  I BELIVE this has to do with our company using SSO to authenticate vs BitBuckets built in username/pw.  

 

If I use basic instead of OAuth, I get ... Could not create SSL/TLS secure channel.  Again, only on this machine does it do this... my other machine is fine.  Thoughts?
