Clone with recurse submodules isn't updating

Hello,

I am trying to clone a project that has multiple submodules.

It's a new PC with a new install of my project. The project works and updates fine on other machines.

The clone of the main repo completes.

Then it "registered for path" for all submodules.

But nothing happens after that. Sourcetree never errors. The 'progress bar' in soucetree continues to animate. It appears as though everything is moving along. However, after many hours no files for any of the submodules have downloaded. Task manager shows zero network traffic happening as well. Nothing is actually downloading.

I have reproduced this twice so far. The first time, after 5 hours, I cancelled the clone, and tried to clone again to a new folder. Same thing.

Any help would be very much appreciated.
