Can't report bugs on SourceTree anymore

I was able to previously create bugs on https://jira.atlassian.com/projects/SRCTREEWIN, however, when trying today I was presented with the following error:

What does that mean? How am I supposed to report bugs now if I can't do it in the bug reporter anymore?

Also, when trying to write here, I was greeted by this as well - which went away on the third try:

@herbst You should now be able to report bugs. The issue in jira.atlassian.com has been fixed.

I also can't generate bug reports and the version I'm using (3,2.0 beta for Windows, the latest available) isn't even listed in the versions that can be reported against. It does list later versions as "released", which is curious.
