The error message you shared indicates that the user has previously been invited to the instance using the same email you're trying to invite, and has since been deactivated.
In order to find "Deactivated" accounts, please navigate to admin.atlassian.com, and if prompted, select your organization. You will need the Organization Administrator privileges for this to work.
From where, navigate to Directory, and then select the dropdown to filter by Deactivated Accounts. You can use the search field to find the email address of the user you are looking for, and can then re-activate the account from here.
