Users changed password now can't login to confluence but they can login into Jira?

The following tries doesn't work:

tried resetting the failed login,

tried logging into JIRA and logging out of JIRA then logging back into confluence.

Are the users in Confluence coming from an external directory?  If this is the case, make sure you can synchronize the external directory without errors and also place it in the first position of the list.
