Is GSuite SSO for Atlassian Cloud Possible without Atlassian Access?

I'm looking to use G-Suite an its SSO functionality for Atlassian Cloud applications.

I'm following https://support.google.com/a/answer/7553615?hl=en but under Step 2 I don't see "From the global sidebar, navigate to Settings > User Management > Authentication > SAML."

What am I missing? Is Atlassian Access required to set this up?

We're working with Google to update and standardize their instructions.

This does not require an Atlassian Access subscription.
