how to embed jira ticket into a confluence page?

I am attempting to embed a jira tciket into a confluence page, I am following directions however it is displaying as a url link.

If there is no application link between JIRA and Confluence then Confluence won't recognize a JIRA URL as a JIRA issue. Please check the application link as described in Linking to Another Application.
