adding a question to a space

i am new to this and create a space. i want people to be able to add questions to the space but i dont see how to do that. the help doesnt seem to be correct. or at least it doesnt represent what i am seeing when i am inside of my space. any help would be appreciated

Have you subscribed to/installed Questions for Confluence?

Are you using Confluence Cloud or Server? You can add it by going to Find new add-ons under Confluence Settings and search for it there.
