Using Confluence, how can I create a space which people can type in questions and then select user

Dear Atlassian community experts,

Please can you assist me in creating a space within confluence where people can type in questions and click a submit button. The question should then be sent via email to a specific person so that they can answer it and ideally question and answer should then appear on a faq page in confluence. The person who asks the question doesn't necessarily know who would answer it, thereby I would like to put an algorithm (drop-down menu) that automatically sends questions from a certain category to a certain person.
