Report Inappropriate Content - Flag for Moderator

We have the Server version of Questions in our corp. 
I believe we might have an older version of Questions as I don't see a way to flag a Question for Moderation. 

In the Atlassian Cloud (this site),  there is an ellipse next to a question "Show Option Menu" --> "Report Inappropriate Content".  Is this a feature in the Questions add-on Server version?
If so, what version enables this?

Welcome to the Atlassian Community.

Atlassian Community is not using Questions for Confluence, it is built on Lithium which is an online community software.
