REST API for Questions: How can I see who cast a vote on a question or answer?

When I use the API to get information on a particular question, the response has a votes property like this:

 "votes": { 
"down": 1,
"total": 2,
"up": 3,
"upVoted": false,
"downVoted": false
}

 I would like to see a more detailed breakdown of the votes: which users cast the votes, when they cast their vote, and how they voted (up or down). 

Is this data possible to obtain from the REST API for Confluence Questions?

That information is not available via the API.  The API only provides the summary like you are getting back.
