Confluence Questions: manage watchers

Hello all, 

do you know if it is possible to make every user in Confluence watch the questions by default? 

I tried questions but there is very little activity and asked questions are often unanswered: I would like everyone of my users to receive an email notification for each new question. Do you think it is feasible? How?

Here you can find how to add people to the watcher lists of a certain topic:

But I don't think it's a good idea to simply start spamming your users, maybe you should try a poster campaign or something similar to get them to start using questions.

Or provide them with some training.
