Confluence Questions for small group of users

Is there a way to enable Confluence Questions for smaller subset of confluence users?

i.e. we may only want to enable it for engineering even though we have lots and lots of other users we pay for Confluence access to.

@Jonathan Creamer Questions for Confluence is licensed as a standard add-on/application, which means you do have to buy the tier for the number of active users you have in Confluence.

Always a bit of trouble when only one group wants to use an add-on.  I have seen other companies have two instances of a product, so that they can keep the prices down on things like that, but then you have to maintenance two separate instances, that can't fully be linked. Bit easier with Confluence than Jira though.
