We are a 501(c)(3), and within minutes of applying for a community license was told we were not eligible. I figured it might be because we haven't filed our first IRS 990 yet. Reapplied a year later and got rejected instantly again. I even sent our IRS approval letter to Percent.

I tried to lookup your account from my side. It appears that you currently do have a community license for Atlassian Access. But I have not found any recent requests for any community licenses in the past year.
Could you share with me the ticket number of this most request you mentioned? Typically these start with a CA prefix for the project they are created in. With this information perhaps I can investigate this further.

I have reopened https://getsupport.atlassian.com/servicedesk/customer/portal/35/CA-2950691 and reached out to our billing team to see if they can review that issue.
