New board or project

How do I navigate myself to creating a new project / board under Jira? I am in the atlassian dashboard but not able to find a new button

Whether you can create a Jira project depends on whether they are managed by your company or team. If managed by your company, it is likely you don't have the permissions to create a project and will have to contact your Jira Admin. 

If you go into any project and look in the bottom left hand corner of the screen, it will tell you if you're in a company managed project or not.
