Need Info Re a Web App Being Able to Store Data Into Jira

I have been directed to explore how a web app (php or perl) can store and edit data stored in Jira. Is there a reasonable start source for someone completely new to this  tool.

Remote applications should generally use the REST API to talk to Jira.  See https://developer.atlassian.com/server/jira/platform/rest-apis/ as a starting point.
