You need Administer Projects permission.

You need to have Jira Admin Global Permission to see the setting cog in righ side corner.

To edit versions, people only need project administrator.

The admin cog appears for anyone who has any of the three types of admin - System, Jira or one or more project admin. The options in it vary by which type(s) you have.
