View all issues but edit onla based on the security level

Hi,

I am setting up a test Service Management project in Jira Data center and would like to configure the following:

All Service Desk agents can see all issues (Browse Projects Permission is assigned to Service Desk Team) but agents are able to edit only issues for their teams (implemented by security level).

Is the Browse Projects Permission restricted by security level? It means the agents will be not able to see other issues except those from their team?
