How do I add a user email who will create tickets in our work environment?

I have site access set to accept from any domain which should be letting them create tickets without invitation. Am I overlooking something?

The service desk project should be configured to accept request from any customer not only those added to the project.

That's what I suppose it's missing with the little information I have. Please add more detail if it wasn't the case
