How do I turn this off? I do not need all issue updates to be emailed to all admins. The fact it is "internal" means it should only be for the assignee.

You can disable certain notifications such as Issue Commented on the project's notification scheme.
There are two parts to Jira Service Desk- the Customer Portal and the Project. "Internal" refers to the latter, meaning anyone who has access into the project's backend will be able to view it. It is simply hidden from the customer.
